Who is driving that school bus?

PORT ALLEN (WBRZ)  - A bus crash that sent 21 kids to the hospital is changing policy in West Baton Rouge Parish.

The school district outsources the bus system to First Student, a company entrenched in controversy after a driver with a history of wrecks crashed again. 

First Student blames the oversight on the driver not getting a traffic ticket for his previous wrecks. He only reported the damage to his bus and not the crash.

The company is changing its policy to include more extensive background checks for drivers who transfer within the company.

The new policy will hold drivers more accountable, but it would not have caught the oversight that led to the drivers multiple crashes without getting reprimanded.

State law requires drivers go through yearly background checks.

But how drivers report incidents ranges.

East Baton Rouge, Livingston and Tangipahoa school bus drivers report all crashes to the school system. Those districts require drivers to report no matter if they are in a bus or in their personal vehicle.

Ascension bus drivers report all bus related wrecks, but citations given to them in their personal cars are not reported unless they go to jail; for example a DUI.
